telegram of the 21st July, a copy of which is annexed. This amendment was not inserted in the proclamation of the 20th August because it was thought desirable in the first instance to take power, under an Exportation Bill which was at the time under consideration, to exercise a general control over ship- ments and to insist, if necessary, on particular forms of bills of lading or manifests: but as the form of such bill had not been decided upon at the date of the issue of Proclamation No. 28, it was decided to include Italy among the countries exempted under that proclamation.

(b). The provisions of the Order of the Lords in Council, a copy of which was forwarded with your miscellaneous despatch of the 15th July, are incorporated.

(c). The exportation of goods to Bulgaria is prohibit- ed, in accordance with the instructions contained in your circular despatch of the 30th July.

American pine, formerly under heading A, is

omitted. The reason for the inclusion of this article was

explained in paragraph 4 of my confidential despatch of the 20th May; but the prohibition doeshot appear to be necessary,

and it can be re-imposed at any time if desired.

On the 1st October there was published Proclama-

tion No.29 of 1915 embodying the provisions, with the exception

of Sub-section (3), inadvertently omitted, of the Order of the

Lords in Council of the 12th August, a copy of which was for- warded with your miscellaneous despatchof the 16th August, and

containing also a provision as to Hessian Cloth and bags in

accordance with the instructions contained in your telegram of

the 9th September, a copy of which is attached. Fifteen copies

of this proclamation are enclosed.

On the 29th October a further proclamation, No.31

of 1915, fifteen copies enclosed, was published, containing the

following amendments:-
